unfortunately, this is not implemented and it cannot work unless you 
patch LinksRank.java (routine guessFor).

The range is 0-255 (theoretically). Most pages have their rank between 0 
and 127.

In the webapp you could adjust the boost factors applied over 
<!VOLATILE> tokens, but it does not help as good as the anti-spammer table.
