Runner-owned execution limits for a TCK run.

The policy is immutable and thread-safe. Values are clamped by hard platform ceilings so custom profiles cannot turn the TCK into an unbounded workload. Operation timeouts apply to provider inspection, semantic probes, failure-mode probes, redaction probes, and provider cleanup. Cleanup timeout bounds executor shutdown after cancellation has been requested.
