Declares a named, host-configured endpoint preference without granting routing authority. Managed pure PartitionHandler TYPE metadata selects an eligible endpoint only inside the current authoritative owner group. An unavailable preference falls back within that same group and the original deadline; a security denial is not bypassed. Other sites require an enforcing adapter.
