Explicitly declares long-running work admitted under a finite host calling profile.
This declaration never extends a caller, parent or method deadline. The development-qualified
profile accepts at most one day of remaining budget; defaults still apply unless the caller
explicitly supplies a longer budget. Durable scheduling and recovery use their separate adapters.
