Declares an explicit ordering scope, never implicit global FIFO. In a managed pure PartitionHandler, TYPE metadata must equal its ShardKey selector. The actual encoded resource persists first-commit logical tickets and complete request receipts; each key's order is a subsequence of that partition's committed order across retries, handoff and restart. A lease mutex alone does not implement this contract. Other sites require an enforcing host adapter.
