Declares that a method publishes through the J7M outbox pattern.

An ordinary producer interface is bound by an explicitly installed trusted host factory. Staging requires the actual owned JDBC Connection; a finite generated methodless relay sends committed intents with stable native IDs. This is not a database/queue atomic transaction or generic exactly-once delivery, and a marker alone grants no backend capability.
