Annotation Interface QueuePublisher

Declares a method of an ordinary producer interface implemented by a trusted host resource binding. Supported producers take a stable String identity and one data payload and return a confirmed queue sequence as long. A timeout is UNKNOWN, not acknowledgment. This is not a JDBC outbox or an automatic transaction with application effects. Metadata alone installs no backend capability.
