Reserved lifecycle-level marker for a future run-level switching contract.

This annotation is intentionally metadata-only in the current public API. It documents a future lifecycle family and allows examples, coverage matrices, and descriptor validators to reserve the source-level spelling. It does not invoke a method, switch a runtime level, start or stop services, alter readiness, or imply an operations-plane lifecycle command.

Current lifecycle examples include @SwitchLevel only as reserved documentation. Production code must not infer runtime behavior from this annotation unless a later J7M milestone defines the authoritative consumer, ordering rules, security policy, failure semantics, and validation tests.

API note: The annotation has runtime retention for explicit descriptor and documentation validation, but the current J7M runtime does not consume it.
