Interface NuggetPinSecretProvider

Runtime-owned protected source for clear nugget PIN material.

Implementations return a new mutable character array for each call. The nugget admission runtime clears the returned array after deriving verifier material. Implementations must not log, cache, or expose the clear value. Ownership of the returned array transfers to the caller.
