occurrenceId - stable identity of definition and planned UTC instant

input - host profile input; the managed job host uses its pre-encoded immutable snapshot

deadline - original operation deadline

Returns:

confirmed native submission, never inferred from a timeout

Throws:

IOException - on unknown or unavailable submission
