public final class NuggetAdminController extends Object implements org.j7m.middleware.operations.api.NuggetAdminService
Headless per-JVM nugget administration admission service.

The controller owns nugget identity, PIN verifier lifecycle, admission throttling, safe status, local/configured discovery, and authentication audit. It does not bind a network endpoint, parse CLI commands, perform remote authentication, or grant authorization. Successful PIN admission and discovery records remain separate from authorization and from ObjectRef routing semantics.
